I really find it strange to see people driving around with fog lights on. They throw enough light to illuminate about 20-30 feet of road in front of your. At any speed above 20 mph (32 kph) they are useless. At elevated speeds, the road that they illuminate is gone before you can react.
Also, they are not inspected for proper aiming (we in NYS need to be inspected every 12 months, and pay for the privilege) so they can be annoyingly pointed upward and create issues to oncoming drivers.
