leaking oils

What is this part called? Is it the vtc solenoid? It is by the chain side, right next to the left engine mount (passenger side). I see lots of oil residue around the area. If I'm not mistaken, there is an O ring in there that can be replace or should I replace the unit itself?

Thank you!. Yes, it is a 4 cylinder...forgot to mention that lol. Since it leaking oil, would it be better to replace just the oil ring or the whole unit itself? The car does burn oil, poor gas mileage. Does that VTC contribute to it?
I'm not a tech but if you are certain it is this area that is leaking oil then consider changing the gaskets (part #6 and 17) in the diagram. I believe part #6 may have a filter and you could just clean it as debris can clog it and cause issues and maybe the leaking oil. If it is clogged, replace oil and filter. You have been getting regular interval oil changes haven't you? You can also check the valve itself by measuring the resistance and the valve itself for movement. Lastly check the engine oil pressure.

Thanks NDVN. Yes, I change the oil change around every 5k miles, and refill on avg 1.5 qt before the next oil change lol. I searched for instructions after you helped with the part name, and will be giving it a try to see if the solenoid is working or not and then order the right part for it.
If not mistaken the o ring on the solenoid has been known to leak. #17
